Thomas J. Balch is a co-author of the 12th edition of Robert's Rules of Order Newly Revised, written with Daniel H. Honemann, Daniel E. Seabold and Shmuel Gerber. The manual continues the work of General Henry M. Robert, whose guide to parliamentary procedure first appeared in 1876. The same authors also wrote Robert's Rules of Order Newly Revised In Brief, a shorter introductory guide now in its 3rd edition.
